The Program Manager (PgM) is a full-time, on-site position responsible for conducting overall management of Company operations and is the central point of contact with the Government for performance of all work. The PgM has full authority to commit the Company to action on matters pertaining to the Company’s administration of the Performance Work Statement (PWS.) The PgM is responsible for managing and implementing subcontracts, if required, and maintaining records of those subcontracts. The PgM is dedicated to the management of all aspects of maintenance and operation support services and ensures compliance for all contract operations for the USATRANSCOM SMS/CMS contract.
ProSphere is seeking a Program Manager with experience managing Department of Defense (DoD) projects. He/she will direct a large team of experts utilizing Agile methodologies to perform system/software engineering, requirements elaboration, design and development, security engineering, configuration management, test and deployment of information technology solutions, including but not limited to enterprise web development, cloud migration, mobile development, database solutions, and project management office initiatives. This is a full-time position located onsite in St. Louis, MO. Veterans are encouraged to apply.
Formulate plans and recommend effective strategies to the customer to meet cost, schedule, and deliverable objectives.
Provide assistance in areas of software development, infrastructure development and project management office (PMO).
Deliver quality program documentation (briefings, documents, plans, reports, etc.) to the customer in support of the overall program.
Manage risk through the product development life-cycle, including infrastructure, software enhancements, release deployment implementation, and sustainment.
Create ad-hoc reports to be used in the collection of metrics, documentation, historical, and financial information.
Plan, schedule, and coordinate meetings to include agendas, minutes, action items, and follow-up.
Provide project implementation management/deployment planning support.
Collaborate with project teams.
Establish policies and procedures for performance and control of all project business management functions and technical support.
Ensure quality standards are applied to all levels of the work and measured for effectiveness.
Have overall responsibility for Quality Control and Safety on the project. Participate in quality defects investigations and development of resolutions (corrective and preventive).
Monitor and review performance of functional managers/supervisors and submissions of required reports and deliverables (Contract Data Requirements List).
Promptly resolve issues associated with performance.
Lead the workforce in implementing partnering with customers to continuously improve performance and business relations.
Serve as principal liaison between the company and Agency stakeholders on the contract.
Direct and approve contract modifications, approve budgets, monitor contractual performance and costs, and take action to correct discrepant conditions. Have overall responsibility for the profit and loss (P&L) of the contract.
Maintain a working knowledge of requisite business systems as they relate to the contract, including the ability to implement future programs.
Provide guidance and direction to finance and accounting, human resources, training, security, safety, and environmental compliance.
Conduct briefings and participate in meetings for internal and external stakeholders concerning specific project operations.
Assume and perform other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.
Bachelor’s degree, preferably in engineering, science, math or business administration
Project Management Professional (PMP) certification
15+ years of experience supporting federal government programs
Minimum DoD Active Secret Clearance
Developed supervisory skills with proven ability to direct customer focused teams
Ideally, knowledge or experience with DoD Information Assurance Certification and Accreditation Process (DIACAP) and Risk Management Framework (RMF)
Understanding of Agile and other development processes and methodologies
Joint Operations Center operations and business processes to include essential software systems (e.g. SMS., CMS, GDSS, JOPES)
Experience with secure coding practices, source code vulnerability mitigation and remediation, HP Fortify
Demonstrated success applying the principles and practices of program management
Experience defining and running a diverse program management team
Experience defining, delegating and managing program staff roles and responsibilities
Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of an information technology program
Ability to identify problems that will impact program performance and delegate the right resources to define, recommend and implement corrective courses of action
Proficiency in timely and effective oral and written communication
