Federal Reserve Bank Production Support Technical Lead in St. Louis, Missouri

The Federal Reserve Bank of St. Louis (FRB St. Louis) supports the U.S. Department of the Treasury in key business lines related to financial management for the federal government. Our Treasury Division is is seeking a **Production Support Technical Lead (Coordinator) to fill a new position within the Invoice Processing Platform (IPP) business line. IPP efficiently manages government invoicing from purchase order through payment notification.
The Coordinator will lead and supervise production support and operational activities related to IPP application, support the Disaster Recovery Exercise (DRE) for the program and provide 24/7 on call support to handle application and/ or infrastructure production issues. This position is responsible for ensuring that the application is operating according to defined requirements and service level agreements and performing variety of operational tasks for complex processes.
Lead and supervise production support responsibilities by troubleshooting, reporting, logging, escalating, and tracking issues through resolution
Coordinate day-to-day operational activities, such as business continuity and risk management
Coordinate with the Treasury Web Application Infrastructure (TWAI) and General Services Tier (GST)
Monitor, track, report on and manage application/ environmental infrastructure upgrade support schedule
Communicate effectively with constituents at all levels within the Federal Reserve System and the Department of the Treasury
Utilize automated monitoring and job scheduling alerts to act on potential production issues
Produce and track status reports to document incidents, resolutions, and root causes; and, create and maintain incident as well as change management tickets related to production issues
Establish and manage application connections with Federal Agencies and their vendors
Monitor and assist with testing activities for production issues through test environment(s)
Coordinate the Disaster Recovery Exercise (DRE) for the program by developing and executing migration plans by working closely with technical SMEs and application business owner.
Review program artifacts such as the Standard Operating Procedures (SOPs), Incident Response Plan and Application Contingency Plan and ensure application of those plans
Provide and maintain 24/7 on-call support to handle application and/ or infrastructure production issues
Participate in lessons learned or project review sessions, and identify potential work process improvements
Participate in management meetings and facilitate team meetings
Develop direct reports and assist with creating development plans; including training and mentoring team members
Assess staffing needs and coordinate the hiring and on-boarding process
Bachelor's degree in Business or Technology, or commensurate experience
5 years of related experience
Proficient in Microsoft Office Suite
Experience working with XML files
Experience in technologies such as Active Directory, LDAP/PKI Directory, Domain Name Services (DNS)
Familiarity with networking knowledge such as web application firewalls, enterprise firewalls, routing/switching, load balancing, information security, network security
Knowledgeable about internet protocols such as HTTPS, TLS/ SSL, SFTP and Connect: Direct, and Secure Transport connections
Experience with data cleansing and the ability to write and execute SQL queries
Accounting background and/ or knowledge of ERPs, purchase order processing and invoicing system is a plus
Demonstrated strong customer service skills in providing information to all levels of the organization and customers
Strong organization, planning, and analytical skills.
Strong relationship management skills with the ability to communicate with a variety of customers, stakeholders and interfacing applications.
Excellent written, oral, and interpersonal communication skills.
Strong ability to manage multiple projects and resources
Ability to work cross-functionally to solve complex problems and improve quality and service
Ability to maintain confidentiality and appropriately handle sensitive information
