This position exists to plan, develop, coordinate and direct large multi-functional implementation activities.

  • Recommends technical strategy and direction in area(s) of expertise.

  • Participates in development and evolution of architecture.

  • Determines feasibility of customer requirements and designs solutions, builds, and integrates the implementation.

  • Conducts complex analysis and provides recommendations on the utilization of emerging and existing technologies.

  • Performs engineering cost/benefit analysis to verify potential effectiveness of new projects

  • Builds new high level designs as required

  • Sells ideas to functional to management to gain commitment for system enhancements

  • Recommends and plans use of system and software features.

  • Communicates to vendors additional features or products needed and works with vendors to effect system improvements

  • Establishes work standards and guidelines

  • Maintains an understanding of current industry trends

  • Communicates and proactively influences and educates members of technical and managerial staff on technology issues

  • Develops plans and procedures and establishes guidelines for overall system improvement

  • Mentors less experienced staff on all aspects of multiple system environments, software and system operations.

  • Designs, codes, tests, implements, maintains and supports application software that is delivered on time and within budget

  • Leads major technical design, engineering and integration efforts.

  • Analyzes and troubleshoots complex software problems

  • Makes recommendations towards the development of new code or reuse of existing code

  • May participate as the technical expert in component and data architecture design, performance monitoring, product evaluation and buy versus build recommendations

  • Makes recommendations on the impact and implementation of new technologies/development methodologies

  • Works closely with Business Analysis and Project Management functions to ensure correct technical design

  • Modifies and/or writes technical and operator documentation

  • Participates in the development and usage of (increasingly efficient) standards Responsibilities specific to this career ladder level:

  • May provide guidance/training to more junior staff.

  • Software development process expert in applicable methodologies (e.g., Agile, Waterfall).

  • Expertise in data modeling, design and manipulation, optimization, best practices, tuning, and leading industry trend knowledge.

  • Expertise in normalized/dimensional data modeling principles and their application to complex business needs.

  • Expertise in industry technology language development trends.

  • Expertise in test-driven development and maintenance including techniques for applying best practices for overall project benefit.

  • Expert knowledge of multiple data storage subsystems.

  • Strong budgeting/finance skills.

  • Proven expertise in the use and development of applicable desktop tool sets.

  • Proven expert in partnering and leading internal and external technology resources in solving complex business needs.

  • Strong interpersonal skills.

  • Strong experience with various resource models such as Managed Services and/or Staff Augmentation.

  • Strong knowledge in industry best practices in external resource development.

  • Solid knowledge of architectural principles.

  • Ability to partner and lead internal and external technology resources in solving complex business needs.

  • Strong proficiency with data manipulation language including optimization techniques.

  • Ability to design and work with complex data models.

  • Expertise in development languages including but not limited to: Java/J2EE, JavaScript, Angular, Bootstrap, Spring, JSP, HTML, XML, SQL, Windows, UNIX, and .Net.

  • Knowledge in using and developing applicable tool sets.

  • Strong organization/project planning, time management, and change management skills across multiple functional groups and departments, and strong delegation skills involving prioritizing and reprioritizing projects and managing projects of various size and complexity.

  • Advanced problem-solving experience involving leading teams in identifying, researching, and coordinating the resources necessary to effectively troubleshoot/diagnose complex project issues; prior success extracting/translating findings into alternatives/solutions; and identifying risks/impacts and schedule adjustments to facilitate management decision-making.

  • Advance communication (verbal and written) and customer service skills. Strong interpersonal, communication, and presentation skills applicable to a wide audience including senior and executive management, customers, etc., including diction/terminology and presenting information in a concise and effective manner to clients, management, and various departments using assorted communication mediums.
