Washington University of St. Louis Computer Systems Manager - Institute for Public Health - 51992 in St. Louis, Missouri

Job Type/Schedule This position is full-time and works approximately 37.5 hours per week. This individual may need to serve on-call for technical emergencies involving the operation of the data center. Department Name/Job Location This position is in the Institute for Public Health. The position is located at the Taylor Avenue Building. Some travel is required across the University campus and in the community, and limited travel outside the St. Louis areas. Essential Functions POSITION SUMMARY: This position works in partnership with the faculty director to provide leadership and management of all aspects of the data center. This includes developing and implementing the center’s strategic plan, budget, and programs. This position involves overseeing the design and implementation of network infrastructure; establishing procedures to import, safeguard and access data; establishing systems for evaluation and monitoring of the center; coordinating efforts with other Institute for Public Health initiatives; and maintaining relationships with university and community partners. This individual will supervise center staff and is expected to work independently. PRIMARY DUTIES AND RESPONSIBILITIES: 1. Center Network and Data Infrastructure * Define requirements for development of platform, web portal and system monitoring; choose, collaborate with and evaluate service providers to fulfill center needs * Oversee development and implementation of strategies for acquisition, security, management, and utilization of data sets 2. Center Services and Utilization * Design and oversee implementation of infrastructure for utilization and evaluation of center services * Work with other center staff and university departments to establish training and technical assistance programs and promote utilization of the center * Establish and oversee system for responding to requests for access to and utilization of the center from a variety of university and community partners * Build analytic capacity of the center to manage collaborative projects sponsored by the center 3. Center Operations * Provide hands-on management of daily operations of center, including hiring and supervision of six data and support staff * Determine center priorities based on demand for center services and available resources 4. Strategic Planning and Fiscal Management * Conduct strategic planning and evaluation of all aspects of center operations * Develop and monitor center budget in collaboration with director * Lead development of funding proposals to support center programs * Ensure integration of center’s efforts into larger institute mission and identify opportunities for collaboration with other institute and university initiatives 5. Communication and Partnerships * Maintain strong relationships with university, government and community partners to share data bases and other resources * Represent the center at internal and external functions * Work closely with the institute communications manager to ensure effective communication to all constituents (faculty, students, community and government partners, and media) 6. Perform other duties as assigned Required Qualifications Bachelor’s degree in management information systems, computer engineering, health administration or related field and five years of experience in management and analysis of large data sets. Preferred Qualifications * Master’s or doctoral degree in public health (epidemiology, biostatistics, health administration), computer science, or related field (e.g. MBA in MIS). * 10 years of experience of managing large health-related data sets in university, research, or public agency settings, including 8 years in a supervisory/management role. * Experience in managing budgets. * Demonstrated project management skills, including the ability to coordinate and prioritize multiple tasks in a complex organizational environment. * Demonstrated technical experience in designing, building and supporting data center/storage environments, including use of SQL, Oracle, or equivalent. * Familiarity with web code (HTML, JAVA, ASP or equivalent), web security, and managing interactive web interfaces. * Experience with data analysis software applications (e.g. SAS, R, STATA) and ability to perform common analytical procedures. * Supervisory experience in managing a team, especially data management staff. * Strong oral and written communication skills in order to translate technical concepts effectively to various constituents. * Excellent interpersonal skills and demonstrated ability to work effectively with diverse groups. * Strong analytic and problem-solving skills to identify resources and recommend and implement solutions using independent judgment. Salary Range The hiring range for this position is $60,801 - $79,092 annually.
