Federal Reserve Bank Agile Program Liaison in St. Louis, Missouri

The St Louis Fed is one of 12 Reserve Banks serving all or parts of Missouri, Illinois, Indiana, Kentucky, Tennessee, Mississippi and Arkansas with branches in Little Rock, Louisville and Memphis. The Federal Reserve Bank of St. Louis serves as a fiscal agent to the U.S Department of the Treasury and is responsible for theU.S. Treasury’s Do Not Pay (DNP) program. The DNP program is designed to give paying agencies access to critical information needed to identify, eliminate, and prevent improper payments. This program was initiated as part of a June 18, 2010, Presidential Memorandum directing Agencies to review current pre-payment and pre-award procedures and to ensure that a thorough review of available databases with relevant information on eligibility occurs before Federal funds are disbursed.

The Federal Reserve Bank of St. Louis is seeking anAgile Program Liaisonto support the Central Business Application Function (CBAF) Team with experience in the Agile software development methodology. The Agile Coordinator will serve as a central point of contact between the testing, production support, customer service, data analytics, and the application development teams. This Agile Coordinator also will be responsible for supporting the Product Owners’ understanding of the customer interactions with the DNP Portal to ensure that their needs are effectively communicated to and accommodated by the technical team.

Responsibilities * Develop effective working relationships with Treasury client and other project stakeholders * Interact with Treasury clients and various project members to ensure that specified business needs are met * Serve as the central point of contact for Agile activities at FRB St. Louis for DNP * Participate in all Agile meetings (planning, backlog grooming, demos, standups, etc.) and communicate status back to the St. Louis DNP teams * Assist product owner in the prioritization of user stories based on input from outreach, testing and analytics teams * Support the creation and tracking of user stories for product enhancements * Escalate to management issues, risks, delays and changes to planned production implementations * Provide training support to ensure team members can effectively communicate DNP Portal functionality to customers to aid in the prevention of improper payments * Provide DNP Portal subject matter expertise to clients and team members to promote the application of best practices * Engage in discussions with Federal Program agencies and the DNP technical team to identify and implement business rules for use in assessing payments data for improper payments * Coordinate and assist with planning DNP Portal and Statistical Analysis Software (SAS) releases
