Federal Reserve Bank Agile Lead Director / Senior Manager in St. Louis, Missouri

Treasury Technology Services (TTS) is the embedded information technology organization for the Treasury Division at FRB St. Louis. TTS develops and supports applications ranging from off-the-shelf cash management packages to enterprise-level custom accounting systems. TTS is made up of two organizations: Engineering and Shared Services. The Engineering team consists of several application development teams, each of which are dedicated to specific Treasury business lines. The Shared Services team consists of the Project Management Office, the Architecture Office, the Data Management team, and the Dev Ops teams.
The TTS is seeking anAgile Lead Director / Senior Managerhighly adept as an Agile professional to lead the Agile transformation and sustainability for the Treasury Division. The Agile Lead Director / Senior Manager will have extensive experience: working and managing the end-to-end lifecycle of software development projects; efficiently delivering software and information technology projects/programs through the implementation of an agile development methodology; and, successfully converting large and mature organizations to the Scaled Agile Framework (SAFe).
The Agile Lead Director / Senior Manager will provide coaching and mentoring for the enterprise and for the Agile Center of Innovation and be responsible for training, developing, and leading Agile Coaches and Scrum Masters. The Agile Lead Director / Senior Manager also will lead efforts with key stakeholders to identify areas of improvement and implement processes to make business and technical areas more efficient. Due to the dynamic differences across some of the Treasury business lines the Senior Manager also needs to be a versatile practitioner who can tailor their approach to the business lines risks and tolerances.
Responsibilities * Delivery of targeted training and coaching to introduce and support the development of skills in Agile practices for project teams, management, and other key stakeholders * Provide teams with ongoing support to accelerate their learnings, overcome obstacles, customize solutions to meet their needs, and dispel common myths * Integrate and sustain Agile practices for project management into the Project Management Office framework and tool kit * Develop, deliver and improve training on Agile topics and the Agile Software Development process * Lead by example and be a vocal champion for Agile practices, including being a model for the enterprise agile team and communities of practice * Coordinate across business lines with the Agile Coaches and Scrum Masters to understand progress, identify issues, and provide needed escalation * Active in the Agile Community (user groups, speaking engagements, blogging) with high emphasis on continuous learning, knowledgeable of new practices and coaching techniques * Implement and sustain transformation drivers, goals, priorities, and metrics with internal and external stakeholders * Embrace servant-leadership and lead team that coaches on Scrum, SAFe and Kanban Agile methodologies
Qualifications * Bachelor’s degree, Masters preferred, in a Technology or Business Discipline or commensurate experience. * 10 years working within and managing the end-to-end lifecycle of software development projects. * 5 years of experience in managing employees with responsibility for staffing decisions, mentoring, coaching and development, and performance evaluations. * Agile certification (e.g., Certified Scrum Master and/or ICAgile Certified Professional) * Advanced knowledge and hands-on experience using tools (e.g., Jira) to support all aspects of the delivery cycle * Extensive experience with Agile test-driven development, automated testing, and continuous integration environments * Well documented experience with development/business teams with different cultures and behaviors * Successful experience with software development and product cycles, including Scrum and Agile development techniques, such as release planning and tracking * Knowledge of business functions and business operations, strategies, and objectives * Strong ability to recognize and perform timely impediment recognition and escalation * A demonstrated commitment to diversity and inclusion. * Highly proficient written and verbal communication skills, including the ability to communicate in an articulate, concise manner to a wide range of audiences from staff to executives. * Strong presentation skills; ability to present and discuss strategies and technical information in a manner that establishes rapport, persuades others, and establishes understanding for technical and non-technical audiences * Ability to maintain confidentiality and appropriately handle sensitive information * Travel (10%) * Position requires US Citizen Ranked as a Top Workplace, the Federal Reserve Bank of St Louis is committed to building an inclusive workplace, where employees’ diversity—in age, gender, race and ethnicity, sexual orientation, gender identity or expression, disability, as well as cultural traditions, religion, life experiences, education and socioeconomic backgrounds—are recognized as a strength.
