THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-2210-11 INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) (TITLE 5), Position Description Number T5718000 in FAC 45B100 and is part of the MO 139th Airlift Wing.

APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining unit position.

Responsibilities
  • Performs studies and independently establish plans for improving the efficiency of information technology (IT) and communications processes.
  • Performs studies of all aspects of the installation?s information technology and communications programs, processes, and methods.
  • Evaluates existing systems and capabilities and initiates feasibility studies to determine ways and means necessary to enhance mission performance.
  • Derives cost benefits and /or required investment and recommends a best course of action along with proposed alternatives.
  • Evaluates the impact emerging technology will have on organization capabilities, customer needs, and mission readiness, while considering the organization?s resources.
  • Develops short and long range plans designed to meet changing IT needs of the organization.
  • Prepares justification to facilitate the prioritizing of current and future funding to support IT enhancements.
  • Prepares documentation and briefs management officials on specifics of requirements, both hardware and software, and outlines procedures to obtain and organize enhancements.
  • Produces system and program specifications and coordinates milestones, processing steps, program layouts, and interrelationships with management and other specialists of the IT Team.
  • Establishes methods necessary to integrate new technology into existing architecture identifying conflicting system interface problems, and developing solutions.
  • Interprets a variety of technical requirements making independent judgments to determine organizational compliance with applicable instructions, procedures and practices.
  • Audits IT programs, processes and projects.
  • Continually assesses policy needs and interprets broad higher headquarters guidance and applies it through development of policies for the area of responsibility.
  • Establishes metrics to measure and evaluate systems and process performance, identifying workforce planning and management issues, e.g., proficiency, retention, and training.
  • Provides organization management with factual, objective assessments of the unit?s ability to perform the mission, ensuring the rigorous application of information security/information assurance policies, principles, and practices.
  • Accomplishes needs analysis and feasibility studies of IT operations, consulting with process owners to specify requirements, and define opportunities to improve business processes.
  • Provides management with information needed for direction of programs to include reports identifying limiting factors, opportunities, and availability of assets.
  • Evaluates mission effectiveness, using standardized and locally developed evaluation programs and processes.
  • Manages the scheduling and accomplishment of managerial, personnel, technical and special evaluations.
  • Performs other duties as assigned.

Qualifications

GS-11 SPECIALIZED EXPERIENCE:Must possess one year of specialized experience equivalent to at least the GS-09 grade level that demonstrates your ability to analyze existing technology, formulate or modify plans to enhance functional users' Information Technology (IT)/communications status, and deal with a variety of problems and conditions associated with changing technology and its applications; conduct feasibility studies, perform cost analysis, and make recommendations to managers on how best to improve the IT communications posture; and evaluate the impact of new policy on current programs and modify, develop or recommend changes, which ensure compliance and responsiveness. The specialized experience must demonstrate thorough knowledge of a wide range of information technology (IT) principles, concepts, methods, advancement, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements.

DOD Information Awareness Certification Requirements:

The employee must obtain and maintain at a minimum a Secret security clearance.

Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M,AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination.

Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M,Information Assurance Workforce Improvement Program,dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).

Education

Substitution of Education for Specialized Experience at the GS-11 grade level:Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position, such as computer science, engineering, information science, or information systems management, mathematics, operations research, statistics, or technology management ordegree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
