BUSINESS ANALYST IINFORMATION SYSTEMS DEPARTMENTStarting Salary: Min $52,706.82 Mid $65,382.81 per yearThis is a full-time, 40 hour per week position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee Health, Dental, Life, Disability, Retirement, and Tuition Assistance programs. JOB DESCRIPTION: This position is responsible for serving as the technical liaison between the County User Departments and Information Systems. This position provides troubleshooting and support for maintenance/upgrades, purchases and implementation of business applications.Serves as the liaison between the County user departments and Information Systems.Planning, design, implementation, operation, testing, deployment, maintenance, performance, security, and recovery of County Business Applications.Gathers requirements, documents analysis, creates project plans, capacity plans, risk analysis, quality plans, resource plans, surveys, site visits, business process descriptions, user acceptance criteria, business analysis, task and workflow analysis.Assists in the development and maintenance data standards, security standards, backup and recovery thresholds.Plans and provides technical support for data migrations, upgrades and outages, imports and exports.Assists in setting work priorities and supporting technicians as required. Coordinates with Project Managers, Software Vendors, Technical staff and/or Developers as needed to ensure business application availability and usability.Manages programs, projects and resources as required.Utilizes Project Management Software and PMBOK methodology.Creates and facilitates formal presentations as required.Takes initiative to identify business/customer processes and technology; make improvement recommendations.Develops bid requirements for various initiatives, review submitted bids for compliance with stated requirements, score and make appropriate award.Develops business cases for county user departments to assist with capital and resource planning.Follows Project Management Office (PMO) policy and procedures, as well as, standardized templates.Creates training documentation and provide technical and end user training as required.Estimates cost and assists in budget development as required.Assists in the preparation of quotations, Requests for Proposals/Qualifications and Bid Specifications.Assist with the development of department metrics.Performs other duties as assigned.REQUIREMENTS:EducationBachelor's degree preferred.Information Technology, Computer Science, or related field.CertificationsProject Management Professional certification is preferred.Job Experience1-3 years of experience or equivalent.Requires two years of Business Analysis, Database Administration or Project Management experience or equivalent.Knowledge, skills and abilitiesKnowledge and experience with Enterprise Class Applications and PMBOK methodology is preferred.Must be able to work independently.Must have excellent written and verbal communication skills. Must possess technical skills plus the ability to interact with various constituents including elected officials, department heads, staff, contractors, vendors and the general public.Must be a self-starter.Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
