ICF Consulting Group, Inc. Expert Facilitator - Digital Acquisitions (On-call) in Jefferson City, Missouri

We aren’t generic contractors, we’re expert consultants. We work with our clients to determine the ideal solution to their problems. ICF is looking for highly qualified facilitators to help deliver our innovative Digital IT Acquisition Professional (DITAP) Certification program.

Role Description: ICF is in need of a Digital Acquisition Expert Facilitator (On-call) to support our DITAP program. The role of the Digital Acquisition Expert Facilitator is to serve as a subject matter expert in the digital services acquisition field and provide up-to-the-minute information about emerging digital services acquisition trends and best practices. In partnership with the Lead Instructor/Facilitator, the Digital Acquisition Expert Facilitator will facilitate all webinars as well as classroom sessions (either virtual or in-person) and will promote critical thinking, reflection, and discussion among learners. The Digital Acquisition Expert Facilitator will also participate in the online discussion boards to provide feedback and insight and to ask questions to promote continued critical thinking and reflection in the online environment.

While most learning materials are already prepared, we are constantly evolving and improving; therefore, the Digital Acquisition Expert Facilitator will also provide feedback on how learners are proceeding and responding to our materials so that we can tailor materials and/or evolve the program accordingly.

Basic Qualifications:

  • At least eight years of experience in the acquisition field, with at least four years of Federal government IT/digital services acquisition experience

  • Actively participates in government digital services acquisition professional forums/organizations that provide up-to-the-minute awareness of emerging digital services acquisition trends and best practices

  • Delivers instructional content in the classroom or an alternative learning environment, such as a synchronous or asynchronous web-based learning environment

  • Draws upon subject-matter and domain expertise to provide insight into digital services acquisition mission and challenges. Asks thought-provoking and engaging questions of participants, and challenges participants to apply new learning to real-world situations

Preferred Qualification:

  • Bachelor’s Degree

Estimated LOE: The facilitator will be involved throughout the six-month program at varying times. The total estimated level of effort is 225 hours across the six-month period. This LOE includes preparation time, webinar facilitation and office hours (10 hours), classroom facilitation (9 days), and online facilitation/community support (2 hours per week).

Location: In the short-term, due to COVID-19, we plan to hold all classroom sessions virtually. However, when in-person classroom sessions start up again, some travel may be required.

Background: Keeping pace with a constantly evolving technology landscape is a challenge – especially when it comes to acquiring digital services. To transform how the government acquires digital services, the Office of Federal Procurement Policy (OFPP), in consultation with the U.S. Digital Service (USDS), released the FAC-C core-plus specialization in digital services (FAC-C-DS) certification for the acquisition workforce. ICF’s DITAP program is the first training program approved by USDS to offer the FAC-C-DS certification. DITAP provides motivated, trailblazing acquisition professionals with the knowledge and skills they need to earn this certification, helping acquisition professionals not only learn how to design innovative and flexible procurements for digital services, but also how to serve as change ambassadors within their organizations.

The program features a mix of self-directed, guided, and applied learning, classroom instruction, case studies, guest speakers, and a live digital assignment for hands-on knowledge and skill development. Learners collaborate with their cohort and program faculty on our learning portal. Not only do learners gain the knowledge and skills they need to succeed as digital acquisition professionals, they build connections with other motivated acquisition professionals who can support them on their learning journey. This program helps position learners on the leading edge of the government’s digital transformation. Successful completion of the program will result in the receipt of the FAC-C core-plus specialization in digital services (FAC-C-DS) certification.
