Oracle RFx Technical Program Manager in Chesterfield, Missouri

Manage the development and implementation process of a specific company product.

Manage the development and implementation process of a specific company product involving departmental or cross-functional teams focused on the delivery of new or existing products. Plan and direct schedules and monitor budget/spending. Monitor the project from initiation through delivery. Organize the interdepartmental activities ensuring completion of the project/product on schedule and within budget constraints. Assign and monitor work of systems analysis and program staff, providing technical support and direction.

Work is non-routine and very complex, involving the application of advanced technical/business skills in area of specialization. Leading contributor individually and as a team member, providing direction and mentoring to others. BS or MS degree or equivalent experience relevant to functional area. Seven years of project management, product design or related experience preferred.

RFx Technical Program Manager

Recruiting targets: Candidates with background managing Consulting scope-of-works (SOW) and bids.

The RFx Technical Program Manager (TPM) performs standard proposal management activities on extremely complex proposal projects. RFx TPMs play a key role in long term positioning of Oracle for targeted opportunities and manage the processes and systems associated with the planning, development and production of written responses to formal, competitive solicitations from Oracle clients and prospects. RFx TPMs provide leadership, strong project management skills and must be able to handle multiple projects simultaneously. This role will be influential in our go/no-go decisions and own the process of addressing the technical aspects of a RFx by pulling together the appropriate team.

RFx TPMs contribute independently displaying a mastery of proposal management processes and procedures and are viewed as leaders and mentors in their professional field. RFx TPMs can assist field sales organizations in all aspects of proposal capture planning, preparation management, and production management. RFx TPMs provide direct project management support for the delivery of high quality, competitive proposals to Oracle external prospects.

Typical tasks performed at this level can include:

  • Own the response to technical questions

  • Staff the response with the appropriate technical talent

  • Build consensus on the proposed solution architecture

  • Build and execute RFx program in line with established metrics

  • Assist field sales organizations in all aspects of proposal capture planning, preparation management and production management

  • Provide direct project management support for the delivery of high quality, competitive proposals to Oracle external prospects

  • Participate in competitive analysis meetings

  • Develop win themes

  • Estimate effort to prepare proposal

  • Analyze Evaluation Criteria

  • Create Storyboards

  • Manage the execution of the proposal development plan

  • Coordinate the final assembly and delivery of proposal

Required Skills:

RFx TPMs require 5 plus years of experience managing multiple complex bids. Must have a complete understanding of industry standard proposal management processes. This individual will participate in high-level account discussions of strategy and capture planning. This individual will provide leadership and guidance to less experienced staff as well as contribute to proposal infrastructure and enablement strategy. A bachelor s degree is preferred, technical background or industry experience including managing consulting scope-of-works is a plus. Must have excellent verbal communication, interpersonal and writing skills. Must be experienced in using tools such as Adobe Acrobat, Word, Excel and PowerPoint. . Must be able to handle multiple projects in a fast-paced environment. Flexible, team-oriented attitude a must.
